It would be illegal to use a hand-held cell phone while driving in Minnesota, under a bill that cleared its first Minnesota House committee. Minnesota State Patrol Chief, Colonel Matt Langer, told legislators it would make it easier to enforce the ban on texting and driving that’s currently in state law:
