Minnesota Lawmakers Set to Debate Genital Mutilation Bill

Minnesota lawmakers are set to debate a bill on the House floor that would make it a felony for a parent to allow genital mutilation of a female child. The bill’s author, Representative Mary Franson of Alexandria says it’s a human rights issue

 

Franson says current Minnesota law is “silent” on parents who willingly bring their child to be harmed. She wrote bill after recent high-profile procedures performed by a Detroit-area doctor on two seven-year-old Minnesota girls who were brought to Michigan by their mothers.
