A final rule to clarify which water bodies fall under regulations of the Clean Water Act has been released by the EPA. The rule defines which streams, tributaries, and wetlands should be protected.

Minnesota supporters say this will help protect fish and wildlife, help mitigate flash flooding and keep drinking water clean. John Gale, is conservation director for Minnesota Backcountry Hunters and Anglers:.

Those opposed call the rule more un-needed government regulation and say it will take away the private property rights of landowners and farmers on land-use decisions and farming practices.
