Minnesota’s state budget surplus is up about 250 million dollars to 1.65 billion dollars, according to the latest economic forecast.  State Management and Budget Commissioner Myron Frans says Minnesota’s economy has been on a steady recovery since the Great Recession, and eight forecast surpluses in a row is *not* luck
