South Dakota’s university campuses have become the focus of freedom of speech and first amendment rights.
The legislature last year passed a law setting out how the universities have to monitor free speech and make a report each year on those efforts.

Neil Fulton is Dean of the Law School at USD and says the first amendment is a core part of their curriculum….
