The House State Affairs Committee of the South Dakota legislature killed a bill last week that would have let cities add a fourth penny sales tax for special projects.

Nelson says cities would have had to hold a special election for each use of the extra penny…
The bill made it through the Senate, but was opposed by the Governor and then killed on the House side.
