District 17 Senator Art Rusch of Vermillion began his fourth and final term in the Senate with the 2021 session.

He says a new term always brings changes…

Rusch says he really pushed a bill to give young offenders sentenced to life in prison a chance at parole….

Rusch, a retired circuit judge, says his bill would have given those offenders a hearing after serving at least twenty five years…..

The bill was approved in the Senate but died in a House committee.
Rusch says it can take several sessions for some ideas to take hold.
