The South Dakota Board of Regents is in the process of implementing a law the legislature passed this year that is called “an act to promote free speech and intellectual diversity” at the state’s universities.

One of the prime sponsors was House Majority Leader Lee Qualm of Platte. He says it grew out of issues on the states campuses….

Qualm says they are not trying to micromanage the universities..

The bill requires the Board of Regents to report on free speech and intellectual diversity on the campuses at the end of the year.
Qualm says they will wait and see how that goes….

The bill was killed once in committee, then revived and passed the Senate on a twenty-six to seven vote and then went through the House by a vote of fifty-one to twelve.
