A top Republican lawmaker wants to know why State Auditor Rebecca Otto is asking Minnesota counties to sign a three-year contract for services, when she knows that next August they can select private firms if they wish. The issue was one of the final sticking points in budget negotiations prior to the special legislative session in June. Otto has not been available for comment.
