A federal judge in Montana ruled that Trans Canada can only do minor preparation work for construction of the Keystone XL oil pipeline. The judge had earlier blocked construction due to the lack of an environmental review. The proposed pipeline route goes through Montana, South Dakota and Nebraska.

South Dakota Governor Kristi Noem said she has had meetings with Trans Canada officials.

Heinert says the construction could cause some confrontations…

The line is also being held up by court challenges in Nebraska. The latest ruling could delay construction into 2021.
