House Ag Committee Chairman Collin Peterson is considering suing USDA for not implementing the new CRP program as intended by Congress in the 2018 Farm Bill. During a committee hearing on conservation yesterday FSA Administrator Richard Fordyce told the panel the agency could not get the new rules ready in time and was going to extend continuous signup until December.
So, Peterson is looking at taking legal action against USDA to get them to move forward with new regulations for the general CRP signup.
Peterson says the continuous CRP program distorts the market with high payments, which they were trying to solve with changes to CRP rental rates in the new farm bill.
Peterson also says without a general signup the CRP program is not delivering the wildlife benefits it was designed for and has been hijacked by the environmentalists. Currently one-third of CRP acres are in the continuous program.
