Senator Scott Laughtenbaugh of Omaha first succeeded in calling for a reconsideration of the vote on April 3rd that barely defeated his resolution, then moved to approve the issue for the ballot.

If voters approve, video replay machines would be placed at horse tracks. Bets could be placed on past races, disguised to conceal the outcome.
