High Risk Inmate Released; Plans Return to Yankton

The South Dakota Department of Corrections is sending out notice to law enforcement and the public about the release of a high-risk inmate.

Department Secretary Denny Kaemingk says twenty-four-year-old Moses Waggoner is completing a three-year sentence for aggravated assault from Yankton County, and has indicated he will return to Yankton when he is released.
Kaemingk says they do a number of risk assessments on inmates…

Kaemingk says Waggoner will complete his sentence (on Friday) and will not be under any supervision….

Kaemingk says Waggoner did not qualify for early release..

The department has issued a total of nine public notices of pending high risk inmate releases since 2011.
