The Yankton County Commission this week approved an agreement with Dakota Plains of Parkston that could lead to development of a grain loading and fertilizer facility at the Napa rail junction.
Commission Chair Todd Woods says it is one of the first steps.
Woods says the agreement is the starting point they need to look for development dollars.
The commission had earlier approved the formation of a tax increment district for that junction. Woods says they will need more agreements to move toward the financing of any improvements in that area.
Using the Napa junction northwest of Yankton would allow a shipper access to multiple railroad companies in Sioux City.
