Governor Kristi Noem Proposes Loans to Help Storm Hit Counties

Governor Kristi Noem in her budget address to the legislature, proposed that the state make loans to counties that had flood and storm damage this year. Then when counties are reimbursed by FEMA they could repay the state loans.
