Minnesota Governor Mark Dayton is proposing a 25 percent rebate for Minnesotans facing rising health insurance premiums on the open market and who are not eligible for federal tax credits.  The governor says it will greatly reduce premium increases for as many as 123 thousand Minnesotans

The governor acknowledges it’s probably not possible to have a special session before the election, but he says Minnesotans need to know what the plan is before MNsure’s open enrollment period begins next Tuesday.  He’s calling on Republican and Democratic leaders to hammer out a proposal and says he’s open to all ideas.
