Congress will soon attempt to do what has not been done for several years, and that is work out a formal federal budget.

The Senate, under democratic leadership, operated the budget on a series of continuing resolutions for most of that time.

Republican leaders are considering using the reconciliation process to pass a budget. That would require only a simple majority instead of the usual sixty votes in the Senate.
