South Dakota Governor Dennis Daugaard has called the legislature into special session on Monday. Lawmakers will be debating draft legislation put together by an interim legislative task force on meandered and non meandered waters. South Dakota Farm Bureau Lobbyist Mike Held says his group is in favor of the bill and calls it a good and reasonable compromise between landowners and sportsmen.
He says the draft measure allows some access for sportsmen while giving landowners a say on what happens on their private property.
Held says even though the draft measure provides good middle ground on the issue not everyone is happy with it. He says however it’s a good first step and could be changed by lawmakers down the road.
Held says the proposed legislation calls for improved communication between landowners, sportsmen and the State Game, Fish and Parks. For the measure to be approved and to go into effect right away, two thirds of the legislators will have to vote for an emergency clause at Monday’s meeting.
