Several of the first bills filed for the 2019 session of the South Dakota legislature deal with special education.

The bills came out of the “Extraordinary Cost Oversight Board” that met several times this summer.

Senator Jim Bolin of Canton, a member of that committee, says one of the bills calls for a longer term study of special education..

Bolin says they would like to see a broad based study group…

Bolin says it should be a non-political consensus…

The number of children needing special education services has been rising faster than the increase in overall enrollment.
