District 21 Representative Not Changing “No” Vote on Teacher Pay Plan

The South Dakota House will take up HB1182, the bill raising the state sales tax a half cent, on reconsideration again today.
The bill fell one vote short of the two thirds majority needed for passage on Thursday.

One of those who voted against the measure was Representative Lee Qualm of Platte. At a legislative forum in Springfield on Saturday, Qualm says he was “being demonized” for that vote………

Qualm says despite all the pressure, he says he will not change his vote….

Qualm says he and other opponents feel there is money in state government not being used that could go to teacher pay….

There were reports over the weekend that one, and possibly two representatives would change their votes to ensure passage.
