Republican leaders in the US House are working on details of a budget plan that would move away from sequestration in exchange for spending caps.
South Dakota Congresswoman Kristi Noem says sequestration is very rigid.

Noem says they could move dollars around under the new spending proposals.

Noem says there is a need to move more money into defense.

The final budget details should be worked out next month.
