South Dakota Governor Kristi Noem is proposing a number of building projects across the state using about one hundred million dollars of so-called one-time money.
She gave her budget address to legislators Tuesday in Pierre.

Democratic Representative Ryan Cwach of Yankton says all of that one time money came from taxpayers somewhere…

Cwach says he questions some of the infrastructure decisions the Governor made…

Noem proposed expanding the budget reserve to twelve percent from the usual ten percent. Cwach says the state already has a lot of money in its reserve funds..

The 2021 session of the legislature starts on January 12th.
