Debate had just started in the South Dakota Senate Thursday on HB1069, a bill that would repeal most of IM22, when Senate leaders used a 5 – 17 maneuver to delay action on the bill until Wednesday.
Republican Senator Art Rusch of Vermillion says he isn’t sure why debate was halted…..
Much of the opposition to the repeal effort is focused on the emergency clause on the bill. Rusch says there is a good reason to add that…..
The emergency clause would make the bill effective as soon as it is passed and signed by the Governor. It would also prohibit a referendum effort.
Rusch says they also can’t wait for the case to make its way through the Supreme Court………
A number of questions about HB1069 and the repeal process were raised at the District 17 legislative forum Saturday in Vermillion.
