A special Nebraska legislative committee has concluded that the state failed to protect the public in the Nikko Jenkins case.
Jenkins has been convicted of killing four in Omaha after being released from prison.
Committee chairman, Senator Steve Lathrop of Omaha, says Jenkins was locked in solitary confinement too long and didn’t receive proper mental health treatment. . .

Lathrop says civil commitment is available if an inmate is considered mentally ill and dangerous. . .

The committee has issued a 62-page report on Jenkins and the prison sentence miscalculation scandal.
