Finding funds to lower tuition at South Dakota technical schools is the goal of a ballot issue that voters could see next year.
House Speaker Mark Mickelson of Sioux Falls is sponsoring the petition that would add a dollar tax to every pack of cigarettes………

Mickelson says even that extra money would not put the technical schools on an even basis…..

Mickelson says there are only so many places to find the money needed….

About fourteen thousand signatures would be needed by November to get the issue on next year’s ballot.
