In 2017 child abuse cases in Minnesota jumped 25 percent. State Human Services Assistant Commissioner Jim Koppel says the opioid epidemic and other substance abuse has contributed significantly to the rise in child protection reports:

Last year nearly 40-thousand children were abused. Koppel says of those 40-percent were under the age of five. And 22-percent were under the age of three.
