Governor Mark Dayton is proposing changes to Minnesota’s Sex Offender Treatment program, although the federal judge who ruled the program unconstitutional is not saying whether they would be adequate. Dayton suggests regular evaluations of those in the program, at a cost of seven million dollars a year…and construction of less-restrictive facilities for some, at a cost of 10 to 15 million dollars a year:
It’s expected the federal judge will hold hearings before issuing an order on how Minnesota’s Sex Offender Treatment Program must be changed to make it constitutional. Dayton plans to appeal the judge’s ruling that the program is unconstitutional.
