Changes in School Aid Formula Could Hit Yankton School District

South Dakota Governor Dennis Daugaard has said he will have specific recommendations for teacher pay and school funding in his State of the State speech to the legislature next month.
There is concern that some of those recommendations will include shifting existing school funds like capital outlay and the pension fund back to the general fund.
Yankton School Superintendent Dr. Wayne Kindle says that could be a problem……

There is also the possibility that the other revenues that some districts get could be sent back and equalized. Kindle says that could be another loss……

Kindle says moving the pension fund would also put more pressure on the general fund…..

Kindle says the moves by the legislature in the past few years to open up those specific funds have been working, and allowed the district to better manage their structural deficit.
