Biotechnology Group’s White Paper Shows EPA Erred With RINS

A White paper put out by the Biotechnology Innovation organization and authored by BIO’s Paul Winters shows the Environmental Protection Agency’s view of the RINS market was incorrect.

He says the EPA helped refiners by recalculating the RFS based on the blend wall theory. Winters says his paper proves there wasn’t a shortage of RINS in 2013 when the EPA adjusted the RFS levels.

Winters says the EPA’s own data shows changes to the RFS provided a solution to a problem that didn’t really exist. He says the blend wall is not a real barrier.

Winters says there’s been a major negative impact on advanced biofuels because of the RINS miscalculation.
