Minnesota State Representative Chris Swedzinski of Ghent has introduced HF 124, a measure which prohibits road authorities from regulating when ditches may or may not be hayed. He says for several years farmers have successfully managed the mowing and baling of right of ways and it needs to remain in their control and without costly and unnecessary government regulation.
He says the state permits are causing undue friction between state government officials and farmers. Swedzinski says if the state regulation stays in effect, it may financially threaten smaller producers.
Swedzinski, who also farms, says the state permit rules also delay when hay can be cut, which hurts the quality of the crop and increases the cost.
Swedzinski is hoping the bill will move quickly since permits need to be finalized in February. His legislation will go through three committees, beginning with the transportation and local government committee perhaps as early as next week.
