A South Dakota legislative task force debating changes to the ballot issue process agreed on a proposal to change the majority vote needed to amend the state constitution to fifty five percent.
Senator Jim Bolin of Canton, who made the suggestion, says the petition process has changed…..
Senator Reynold Nesiba of Sioux Falls says the higher vote may keep good amendments from passing….
Task Force member Will Mortenson says the constitution needs extra protection…..
The task force voted eleven to two to support the change. The legislature would have to pass the measure, and then the issue would go before voters for final approval.
