The American Soybean Association is pleased Congress approved a continuing resolution before the holiday break that allowed an agricultural waiver for PAYGO rules. There is concern the recently signed tax reform measure will lead to less money for the farm bill partly due to those PAYGO rules. ASA President and Iowa grower John(highs-dorf-ur) Heisdorffer says it’s positive lawmakers saw the need for the exemption for agriculture and included it in the budget bill.
He says having the waiver is especially critical given the depressed ag economy that’s been hitting farmers and ranchers with low commodity prices.
PAYGO requires that any legislation that adds to the federal deficit be paid for with either spending cuts or an increase in revenue or offsets.
