A proposed rule change by the Internal Revenue Service could have a major effect on the Estate Tax if it goes into effect. Washburn University Kansas Ag Law Professor Roger Mceowen says the IRS is trying to remove valuation discounting, which is commonly used by farmers and ranchers passing on their operations.

He says there will be likely be more litigation if the IRS rule goes forward. McEowen says the IRS has tried to push this rule before.

McEowen says politics could entirely change the course of this proposal.

The comment period on the IRS proposed rule ends next week.
