Rumors have been circulating that President Trump will soon issue an executive order to shift the Renewable Fuel Standard point of obligation away from refiners to fuel retailers. The shift would be allowed as a trade off where the Reid Vapor Pressure rules that limits E 15 use in the summertime would be lifted. American Coalition for Ethanol Executive Vice President Brian Jennings says such a trade would just mean another burdensome regulation
He says any change made to the RFS will take time and will involve a rulemaking process.
Jennings says his group will make their views known to the EPA going forward and will work with the agency to try and keep the point of obligation as is and lift the RVP rule.
Jennings says the only clear winners in a deal to move the RFS point of obligation would be oil refiners. He says farmer owned community ethanol plants and small businesses that market and retail E 15 and higher blends would be hurt.
