The Senate is set to vote this afternoon on the second jobs bill.
Senator Ben Nelson of Nebraska says the bill is not fiscally responsible.
Nelson says he wanted the debate to continue even though debate on the bill was closed yesterday.
Nelson says his amendment would have funded at least part of the bill.
Nelson says the bill will grant funding for unemployment benefits, COBRA insurance and the Medicare Doc Fix.
Nelson says although all the programs are worth he doesn’t define all of them as emergency job related spending.
