EPA released the final rule for the Renewable Fuels Standard Two on Wednesday and the impact to the industry is mixed.Matt Hartwig with the Renewable Fuels Association says the rule mandates nearly 13 billion gallons of biofuels will have to be added this year with 5.3 billion gallons coming from grain-based ethanol. He says that does give the industry the market assurances it needs to move forward with additional plants and technology.
He says EPA made some positive adjustments to the Indirect Land Use Change language from the original draft resulting in corn-based ethanol achieving a 21-percent reduction in greenhouse gases. However, without the language it achieves a 52-percent reduction and so it still penalizes grain-based ethanol.
Hartwig says they will be working with lawmakers get the indirect land use model stripped through other legislation.
