The Yankton City Commission last night approved higher water rates needed to make the payments on new wells and a water treatment plant. Finance Director Al Viereck said he expanded the expected monthly surcharge…

The city is working on a plan to borrow up to twenty nine million dollars for construction of the new wells and treatment plant.
