Rules Released for Biomass Crop Assistance Program
USDA has issued the proposed rule for the BCAP or Biomass Crop Assistance Program.South Dakota Senator John Thune authored the provision that was included in the 2008 Farm Bill.It provides a 45-dollar per ton match for biomass crops delivered to ethanol plants.Thune says it will help get the U.S. to the next level of biofuels production.
$517-million was originally appropriated for the program, but it’s estimated the cost will far exceed that initial amount.Thune says they may have to find more money for the incentive payments.
He says this is a two-year incentive program.Biomass includes things like corn stover and cobs, paper and other wood products that are considered as waste and have not value for other uses.
